It's never actually been tested in a court and while most devs don't care if people are emulating their 15 year old games it still remains untested and therefore unknown. Luckily for me I own both a phat & slim PS2 anyway which means I don't need to emulate.Īs for the old "you can have a ROM if you own the game" argument, it's grey at best.

Emulation isn't illegal at all however the BIOS file contains code that falls under copyright and having a copy of a BIOS without owning the original hardware means you're 100% breaking the law.
